Placeholder Theme too specific?

With Release 1.0b5.1 the placeholder theme is taking over. Going into the Sugar package and commenting out the whole theme fixed the issue. Attached is the theme I'm using. I wasn't having this issue with the default PHP.sugar that Espresso 1.0.2 comes with.
